NCSU requires 50% in AWA whereas I have 49%. Will I be considered? Should I apply or not?

I have a doubt.
NCSU requires 50% in AWA whereas I have 49%. Will I be considered? Should I apply or not?
Out of the initial list, after much confusion and in some cases disregarding expert opinions I have selected 6 universities to apply in
1. Texas Austin (was told 2 drop but I just felt I needed to apply here)
2. Berkeley (ditto but because relative stay close by n I wanted 2 give it a shot)
3. Penn State
4. University of Florida
5. North Carolina State University
6. Arizona State University
Apart from this I wanted to apply to a few more safe colleges and few more colleges which come under category of reachable moderate ie in the border between ambi n moderate.
Under moderate/safe I have 4 colleges in mind. Help me select any 2.
1. Rutgers-slightly upper moderate from what I hear. I have no idea
2. University of Southern California
3. University of California Irvine
4. University of California San Diego
Under dream option, though I have applied to 3 such ambi options, getting into the 1st 2 especially is impossible. I want to apply to 2 more good colleges so that I have a good chance of getting in.
1. Illinois Urbana Champaign 15th Dec is deadline
2. Carnie Mellon 15th Dec is deadline
3. Wisconsin
4. Columbia University
5. University of California Santa Barbara
I had set myself a target of 10 university. So I don't want to apply for more than that. Or shld I apply for more? Please guys help me out.
Most of the colleges are suggested by you but I want something a bit more definitive. Sorry for that.
