Your academic percentage is 82 and you score a 295 in GRE? and 6.5 in IELTS?

Score above 320 or 330+ and above 7.5 in IELTS......and guess what you could easily get in TIER 1 universities.

Also keep in mind that if you change your specialization ..you should be able to convince the visa officer for the same..

As for the profile evaluation ...I don't know how much time it will take here( you can see the list of waiting evaluations)...mean while check this.... yourguideone dot blogspot dot com

Your academics are good and you have a good chances of getting in A/A+ universities provided you get a GRE of 310+
Otherwise if you want to go with the same GRE score, you can still apply to few good universities because you have a good academic profile and a good SOP and LORs will get you good universities.
    Few of them are:

    1. SJSU, San Jose (Moderate)
    2. NJIT, New Jersey (Safe, but high tution fees)
    3. SUNY Binghamton (Safe but fall 2015 deadlines r over)
    4. Wayne State University (Safe)
    5. University of Missouri, Kansas City (Ambi)
    6. Illinois Institute of Technology, Chicago (Moderate)
    7. CSU Fullerton, CA (Safe, since your academics are good)
    8. CSU Long Beach, CA (Moderate)
    9. University of Texas, Arlington (Moderate)
    10. College of William & Mary (Ambi - Do apply because it has good CS department and GRE cutoff is also Low)
