IELTS 8.0 (L-8.5, R-8.5, W-8.0, S-7.5)

CGPA - 7.84 but 6 backlogs

Did Electronics and Communications Engineering
Applying for Electrical Engineering

Got admit for Fall 2014 from University of Texas-Arlington (cannot join because deadline is about to pass)
Got Rejects from UT Dallas(less CGPA), Wichita(no seats left), Missouri Rolla(no reason mentioned)
Applied for NJIT for Fall 14 and still waiting

Please suggest which are safe/moderate/ambitious
1. University of Texas at Arlington (Reapplication)
2. University of Houston, Cullen
3. University of Houston, Clear Lake
4. University of Toledo
5. Wayne State University

Also suggest me other moderate/safe univs for MS in EE
