Many of the Univ in US need minimum GPA of 3.0 for MS in CS.
56% in B Tech may not be 3.0. You have your % converted to GPA throu the paid service available at WES (charges US$5/ INR approx 350/). WES is widely accepted evaluating agency.

California State Univ Fullerton may accept GPA 2.5 and above.
Bellevue Univ would take a view based on the last GPA in the last 60 credits.
No GRE is required for both the universities.
St Mary's Univ TX stipulates 2.75 gpa and 143 in GRE q as entry point norms.
Univ of New Orleans, Louisiana (avg GRE 282) and Univ of Kansas (avg GRE 283) are other two possibilities provided you satisfy the GPA requirement.
Embry Riddle Aeronautical Univ., Daytona Beach has not stipulated minimum GPA in graduation for MS in Software Engg.

Have National University, CA as backup university.

Suggestion: Perhaps, your chances of securing acceptance are better (in view of MBA) if you prefer MIS instead of CS. Take the help of a seasoned consultant locally available and crystallize your view.

    Good luck.
