Have your marks converted to US GPA through World Education Services website. This conversion will cost you US$5/ (Rs.350/30 approx).
The threshold for many universities in US for masters admission is GPA in the scale of 3.00. Students with less than GPA of 3.00 should do more diligence in locating universities with threshold level of less than 3.00.This is the reason you have to know the marks equivalent of GPA in your case.

Secondly divide the exams taken throughout the BE course into (a) core computer engg/science courses and (b) others. If the average in “a” works out to more than 55, highlight this aspect in your SOP.
(III)
Thirdly, divide the core courses (i.e. covered by no I above) into exams pertaining to (i) operating systems (ii) data base/structure (iii) digital circuits (iv) computer organization & (v) computer programming and arrive at the average percentage. Highlight the positive aspect of your achievements in the above five sub-divisions in your SOP.

Universities suggested for your profile:
1)NPU Fremont, CA 2) National University, CA 3) Univ of Advancing Tech(Tempe, AZ). If GRE q is 148 or above you may explore Coloroda Univ, Colorado Springs.
(V)
While acceptance from US Univ would not be insurmountable, your profile is slightly skewed in favour of a potential immigrant. Please have a dialogue with suitable consultant on this.

A word of advice: If in the five subdivisions indicated in (III) above, your average is less than 55 in three of the subdivisions, you may deeply and objectively introspect whether you would be able to complete MS in US and MS in US is the right choice for you. In such a situation, one should try to complete M Tech in India with reasonable grades and aspire for further studies in US. Kindly do not take this advice amiss.
