You did not give a good reason as to why you wanted to study further. you switched your area of study only because computer networks is in great demand (which, by the way, is in demand only in Us not in India) ? V.O most likely thought you as a potential immigrant. Add to that you chose a low ranked univ in California. Come up with a better answer on why this university. Preferably, apply next spring or fall with a better ranked univ else you have high probability of being rejected again.

Thank you very much Xenots. Me too has the same feeling but already have booked a slot to chennai. Do you think if there will be any increase in probability if I change the University to USM(University of southern mississippi) which I suppose is also a low ranked school. Problem is I do not have admits from top tier schools. other than these two I have an I-20 from Tamuk with scholarship. Anyways I will go with better Universities for next intake but don't want to give it away on a single attempt as its already been 4 years since my year of pass out. Expecting your valuable comments on this.

GRE : 292 and 3.0 AWA
IELTS: 6.5

I can retake and improve my gre but there was no question about my at all..

Your problem is not your low ranked university or 4 years of work ex. or your GRE/IELTS score.

Your answers are just straightway giving impression of a potential immigrant , I mean not one but all major answers why this university, why leaving Job etc .. all of them

Lucky that your first interview lasted that long , you could have been rejected after first answer major answer.

Hmm... Do you think there will be any chance if I change my ans the next time. And can please suggest me what kind of answers can I give.. I am very confused in selecting an answer..

Finally I got my visa approved at Chennai...
Here is the interview:

Me: Gud mrng sir. H r u today?
Vo: Great h r u man?
Me: I gud sir.
Vo: Give me ur passport
Me: Sure sir.
Vo: Which Univ?
Me: California state university, east bay(Dint change from the last time hoping that would explain my interest in college but not in place or country).
Vo: What will you study there.
Me: Masters in computer systems network and telecom sir.
Vo: Hmm.. What is ur undergraduate % or GPA what ever and how many backlogs?
Me: told
(Then he had gone through my application)
Vo: So, you were denied at hyderabad?
Me: Yes sir on 24th of june.
Vo: And also in 2011.
Me: Yes sir at the Delhi consulate.(He was going through my application all this time was not typing anything, must have read the comments of previous interview).
He threw my passport into the basket.
Vo: U get it this time.(It was not clear to me and I dint bother as well because I knew when its thrown i m done just my assumption that he said u get it.)
Me: Thank you sir.(Walked away dint look back or ask for clarification)

Infact I was out of my mind when I see that, I say "see that" because I did not even listen to what he said and did not recover for the next 15 to 20 minutes. Seriously friends my long wait has come to an end..
