Hello everyone. I have an admit in EE at SUNY buffalo. Can I change to CS dept. now? Please help

Yes, in most of the cases you are allowed to if class enrollment hasn't started. Also, you may want to check on the admission requirements for CS.
BTW, some Universities might require you to take prerequisites.
