2 papers published in International Conference and another paper has been accepted for publication.

I like to pursue PhD in Robotics from a good institute. Please suggest some univ with good research facilities. And do I have a chance in CMU or Pennstate?

I could suggest you:

Illinois Institute of Technology
Georgia State University
University of South Florida- Tampa
University of Alabama-Huntsville
University of North Carolina-Charlotte
George Mason University
University of Houston –Houston
University of Texas – Dallas

I am not sure about PhD.. But these are the safe and moderate universities for your profile! Also I donno about CMU and Pennstate

Some universities will ask for at least 3.00 in Awa.. But by considering all the academics, certifications, International presentations and others they will give you admit. So don't worry much about the Awa. But before applying to any university, go through its website for admission requirements, there you can find minimum requirements for getting unconditional admit and apply accordingly!
Try to apply for at least 2 Safe, 2 or 3 Mod, 1 or 0 Amb university!!
