    Hi

You have a very strong profile. If you write your SOPs well, you can aim for the best colleges. The only hindrance for you to get admitted then would be your quant. score. But you should definitely apply with these credentials.

    Considering your list:
    1. University of California, Berkeley -ambitious (very difficult to get into it)
    2. Stanford University -amb. (looks for toppers but quant may hamper admission)
    3. University of California, Los Angeles -amb.
    4. University of Southern California -safe
    5. Pennsylvania State University- moderate
    6. Georgia Tech- upper moderate
    7. University of Michigan, Ann Arbor- upper moderate
    8. Carnegie Mellon University- upper moderate
    9. University of Washington, Seattle- moderate
    10. Ohio state University- safe
Its a well balanced list. You can proceed with this only.
    Regards
