Considering your list:
1. University of California Berkeley - ambitious (really difficult)
2. University of California Santa Barbara- amb.
3. University of Texas Austin- same as UCB
4. Texas A & M University College Station- amb.
5. SUNY Buffalo- safe
6. Penn State University University Park- moderate
7. North Carolina State University- moderate
8. University of Florida- safe
9. University of California Davis - safe
10. Arizona State University- safe
11. Northeastern University - safe
12. SUNY Stony Brook -lower mod./safe
13. Polytechnic Institute of New York University- safe
14. Columbia University- upper mod.
Exclude a few safe universities. Apply more of dream, 1-2 safe and 2-3 moderate.

1. If I had to choose between University of Florida and Arizona State University as my safe option, which one should I be selecting?
2. If I was to select 3 universities which are ambitious between University of California Berkeley, University of California Santa Barbara, University of Texas Austin, Texas A & M University College Station and Penn State University University Park which ones should I take. Of course I want to apply for the best among the best colleges, but University of California Berkeley and University of Texas Austin look far beyond reach. What should I do?

You may drop UT Austin and UCB Coz they are difficult to get into but if you really want to apply in them, give it your best shot in SOPs and other documents. UCSB and TAMU are also just second to the other two.
I would also pick UFL because chances of scholarship are more there and a lot of Indian crowd is present. Else, both of them are equal in other aspects.

I am applying to UCB and Austin just as dream options. Preparing SOPs to the best extend possible... Any other dream option that I should be looking at because I want to try many dream options?

You can try University of Wisconsin, Madison and Cornell University if you wish. On a more realistic scale, try Columbia University (upper moderate) and UCSD.
