Well i thought you were an evaluator yourself. Anyhow here's my take :

Colorado state university-Fort collins - mod
university of south florida- tampa - safe/mod
    Aburn university - safe
    Utah state university - mod
    Arizona state university - mod/amb
    oregan state university - mod/amb
louisiana state university-baton rouge - nt sure
okalhoma state university-still water - mod
California State University- Sacramento - mod/amb (good choice)
    university of akron - safe
university of north carolina -charlottee - mod (nice school)

Now try to reduce down your list a bit and then tell me if you need any further help !
