Please suggest some good universities in the range 20-25 lacs INR and 25-30 lacs INR. Want to go for low budget reputed universities. Also suggest some universities in Germany also where i can apply.

There is a good chance that you can get funding (Research Assistantship) from the top 25 schools if you present your application well. Your budget of 40-50K USD will cover an MS degree is most schools. Depending on your career goals you can pick a more research oriented program or a program that is more industry focused. Ohio State should be your last option, and then pick schools ranked above that.
