Hi, am looking to do MS in MIS, spring 2014. I am 2008 passed out in btech from ECE background with 68%(1 backlog in 3rd yr 2nd sem) I have work expereince of 4 years in MNC's as Software professional .I stayed in US for 2 yrs on H4(2010 to 2012).How much i need to score in gre and toefl to get admission with scholarship ?when should i start applying for universities to get admission into MIS with good tuition waiver , good placements

i have certain doubts which i request anyone to help me with
b.tech GPA- 68%(3 backlogs in first year and cleared it in frst attempt)
GRE-326
TOEFL- 102
do my backlogs make my visa chances less even if i hav a good GRE score?
and the thing is my brother has a H1-B visa and he is staying there in US from 5 years.
will any of these reasons make my visa chances less?
