Start filling the online applications asap if you want spring admits. You can send your toefl scores there later.

yah.. I am done with transcripts and about to finish my recomendation ltrs and sop. Aug 19th toefl, I am confident enough dat i vl score above 80 for sure..

For Energy and Power Systems, yes you have a chance. But the application period is over. Last date is 31st July. And your transcripts and scores need to be in by that date.
You can try UC Denver and UC Boulder for Energy and Power Systems courses.. My profile is similar to yours so m trying at these colleges..
