    for cost u'll hv to see the website of the colleges....and btw hv u mentioned tuition fee alone? or u want full expenditure in tht range?

    As for ur chances :-

    1. UMASS ---> moderate
    2. University of colorado , boulder ----> moderate (but its a very good uni so do apply)
    3. Rutgers ----> mod/ambitious
    4. Clemson ----> gettable
    5. ASU ----> gettable
    6. SUNY Buffalo -----> mod
    7.Univ of cincinnati ----> gettable
    8. Univ of Texas, Dallas -----> safe

    generally schools will charge u atleast 15k minimum for tuition itself. First year will not be easy to get heavy aid or part time work etc.
    check out http://www.msinus.com/electrical-enginering/1235.htm for info on univ shortlisting process

    I'm not sure how good they are. I suggest u join the student groups of those unis on facebook or yahoo etc and ask them.

    The order is safe, gettable, mod, ambitious...
