My case is also the same. And I am planning to apply the second time with no change in the profile. Actually I have applied to the CA state universities. Can you please suggest as to what should I do? When the vo asks for the reasons why I have applied to the CA schools only?
What possibly strong reasons I can give?

i was also denied a visa under section 214(b), he did'nd even looked at my BE transcripts and certificates also the financial docs as well
