Ur profile is good and yes top 20s can be within reach...u could try NCSU, it one of the best for vlsi. and within reach for u. as to the rest, pls try looking up at their research. it'lll be in the EE dept website. see if anyone has active research in the field u want....as to job, well right now its a crunch, but passing out from a reputed uni will always open doors for u. Plus PhD will be funded, so u can definitely give it a shot

Software is easier to find. But so are software engineers. :-) u need hardware to run those softwares....so a hardware side will never go outta demand. But yeah, in terms of "number" of jobs, software may be ahead...

    As for the unis,
Georgia, and duke you can apply. They're favourable.
Ucsd is worth the shot too....
Ut Austin is a fantastic uni! And hence quite competitive. But I encourage u to apply anyway. U never know :-)

U can even try u Penn, cmu etc
