A- and B+ universities require atleast a 310+ GRE and 100+ TOEFL because they get numerous applications every intake and chances of you getting shortlisted is tough. Write down the RGE and TOEFL first and then we'll talk about the universities because i have seen people saying they are getting 310+ in practice but actually got 290+. So forget about everything work as hard as you can on GRE and try to score above 300. Scholarship depends on your profile + The time that you apply to the university. If you Good GRE,TOEFL then you can apply early and there are chances of you getting financial aid.
