among the lot tht u've applied to i'd say RPI is a good bet. U michigan and U penn are moderately ambitious and UT Austin is ambitious.

first of all, wat stream are u trying for?

Anyways, on wat basis do u want unis to be suggested? location? cost? jobs? weather? desi population? profs? funding? internships? placemetns? i'd suggest u look at more unis and post them here for evaluation.

But, assuming u are applying for CS or EE and keeping a AWA score of 4 and toefl of 110 (based on ur verbal score), u could try Iowa state, ASU, Ohio state, U minesotta, u cincinatti, u arizona, UT Dallas, U florida, Virginia tech, CMU, UC Boulder etc

Also, Jan admissions are less plus they dont get funded. Fall admissions are the best unless u knw tht u'll surely get admitted in spring.

Got my TOEFL results - 113.

My priorities are good college and funding. How do I improve my chances of getting into a college like University of Michigan?

Try to publish a paper or try to ve some relevant work exp atleast for a year before u apply. The unis u've shortlisted are all ambitious for u except RPI. Try applying to some safe or mod unis ,akshay has suggested some. you ve a very good GRE score.
