ms in mercer university

hi sir,
please help me.
while i was applied for toefl i selected some of the colleges in toefl form.
in that i was applied to mercer school of engineering, but i got low score of toefl 69. i wrote the test on jan8th 2012.
got reading-15
listening-13
speaking-20
writing-21
i thought of not getting admission with that low score.
recently on april 20 i had a card from mercer university, macon, GA that your scores are recieved and you can apply through online admission and send transcripts so that you can get admssion for MS.
is it possible to get seat sir,
actually waht is that card and can we apply to it or not?

if you would like to apply for it you can do it. Card is just a kind of formal letter from university for receiving your TOEFL score.
