Degree certificate needed for applying to US universities for MS

Hi,

I will be applying to several US Universities for MS in Computer Science for Fall 2014 session. I have got the transcripts from my college for B. Tech. I believe we also need to send a copy of the Degree Certificate. My college said that they do not issue any official degree certificate as such but they are willing to sign and stamp photocopies for authentication.

Now my question is:
1. Whether I should make colour or black and white photocopies of my degree certificate?
2. Who should attest the photocopies? (Principal, HoD or office staff) Registrar of University is in a separate city and it is not possible for me to get any attestation done from any University staff.

Any help would be greatly appreciated. Thanks in advance !
