both universities may be very ambitious for you, since acads are on lower side.. Try to come out with a very strong SOP & LOR. U WISC is awesome for power systems.
i don't think there are any good research going on PS in NEU, but cross-check with their web-site & any of ur friends studying there.
some suggestions, try with these universities( if the deadlines are over, u may try for next fall/spring)
