Ms in Industrial and Systems Engineering (Fall 2014)

I'm a graduate of VIT University. I'm interested to do my MS in Industrial and Systems Engineering for Fall 2014.
I have a CGPA of 7.97 with 14 backlogs :(

My expected scores are:

GRE: 310-320
TOEFL: 100-115
IELTS: 7-8

Please suggest me Ambitious, Moderate and Safe universities in the USA. I know that i'm supposed to select universities on my own but i'm not sure how they're categorized i.e. Ambitious, Moderate and Safe.
