Help required in shortlisting universities

Hi,

I plan to study MS in CS (with thesis) in Spring 2014. I need help in shortlisting universities as I got rejected from all colleges that I selected for Fall 2013. :(
Here is my profile

B.E. in Electrical Engineering (2004) - 64.7%
PG Diploma in Advanced Computing from CDAC (2006) - 69%
IT experience - 6+ years
GRE score - 319 : 157 (verbal) 162 (quant)
Toefl score - 109

Can you please help me in shortlisting a few colleges based on my profile? My preference is mostly public/state universities.
