Any suggestions ?

HELLO,
My GRE SCORE IS:

1) QUANT : 155
2) VERBAL : 150
3) AWA : 3.0
4) B.E. : 55.86% (AGGREGATE FOR FIRST THREE YEARS,I AM NOW INTO MY FINAL SEMESTER)

I am looking forward to get admission as soon as I can. Any suggestions about university pick? I am looking for my Master's in Electrical Engineering. I also have one more query, admission during spring is 'mid-semester' admission is what I have got to hear,is it true? And when is the good time for admission? Spring or fall ? And in my case which is best, 2012 or 2013?

Any helpful advise would make it real easy for me.
