phd in usa on RF and microwave(antennas)

Hello all,
I am H4 dependent visa holder in usa. Completed Masters in engineering from india. I wish to pursue my phd in antennas. But my GRE is Low V-143; Q-150. AWA-not yet come; TOEFL -yet to take.
I have 4+ yrs of working experience on antennas Like modelling, fabrication and testing ( SAMEER -cem and Indian Institute of science ,India)
Have 1 publication on ieee and few publications on international and national conferences on antennas.
Do i have chance of getting admission in phd with full funding? or do i need to retake GRE? Please do reply
