Requirements for MS

Hi every body i am in need of your suggestion first of all i would like to say Thanks to the owners or creator of this website it so good and quite helpfull too even i would like to say it is a one word for all the queries regarding ms in us . best of luck everybody ..
now the think is i have jst completed my b.tech in EC and now i am planning to do ms from a good college in US but i need some help as my acadmics was not so gud so please help me for clearing my doubts
----> i am a 2012 pass out student from rajasthan technical university with an aggrigate of 62% till now and 2 remaining backlogs one is in 7th sem so for that i have to write my backlogs exams and resulte will be out by approx. july end and i am going to write gre in nov 1st week tell me whether it is possible to have a university under this fall 2013 session or not please help .
one more thing i am intrested to have my ms in cs so please tell me what should i do?
