Pros and Cons of Applying in Spring and Fall

I'm reading at some places that Spring will have less chance of acceptance and visa. While one of my friend is saying that there will be less competition in Spring than Fall, so easy acceptance. And I'm reading at some more places that funding chances are less in Spring.

Please advise.
