what is the procedure to get transcripts?

I am a b.tech 2012 passed out student from Gudlavalleru Engineering College affiliated to JNT University, kakinada. I want to pursue ms in us(Vlsi specialisation).I plan to apply for spring 2013. I scheduled my gre exam on 27th july. In between I plan to get my transcriptswhich are needed to application process. But, I didn't get my 4th year 2nd semester certificate till now. When I came to ask our university people about this, they replied me that it requires another two more months to process that one. I have a doubt. whether I have to apply with available certificate transcripts(till 4-1 semester) or wait for those 2 months to get that one too? can you please help me? If there is any problem to apply universities with available transcripts(till 4-1), because I had completed my course by may 2012.

Download the application form from above site.. Fill the details, calculate the amount need to be paid, take DD from an authorised bank and finaly go to your univesity submit the form and DD

I have got my result,but markslist of 4-2 is not issued by the university till now... that is the problem?

no, they replied me that do ur transcripts work upto 4-1 nly... they will issue me the 4-2 markslist after july.so, i completed my transcripts work till 4-1 semester.is there any prblm to do this in future?
