Cu boulder has some good courses in power electronics & reputed for the same.
If ur looking for power systems, i wud strongly suggest missouri s&t university ( best in mid west US, records for highest no of placements in power systems)--->safe( AWA>3.5)
Washington state un--->safe/mod( awesome research in power systems, home for SEL- leading research lab(google it)

SJSU and portland may be slightly safe. U cincinatti may be safe/moderate.

Funding is a little tough overall off late.
ASU is doing very good work on power. Among ur other unis U alabama and U kansas may be decent options. UTA could be kept as a buffer....am not sure of wichita though.
