I have both BS and MS in EE and want to apply for "direct phd" to US universities. i mean i want to study another MS leading to PhD.

TOEFL: 79

I started to teach at university as invited lecturer from 2009 till present.
I in accompany with my adviser wrote and published a book for college students.
familiar with many and Proficient in 2 engineering software.
so many practical accomplishments with some awards.
i have 2 conference papers and am working on 3 journal papers.
i have almost 6 excellent recommendations letters.

how long does it take to send in international money orders to the universities?
my UCB,boulder deadline is 1st november...i submitted the application but there were problems with my credit card.So now they want the money to be sent in my international money order/electronic cheques else the application wont get processed and the links to my profs won't be sent....any ideas/helps??
can i start a new application?

My GRE is 1310(V-590, Q-720,AWA-2.5) and IELTS -6.5 (l-6.5,R-5.5, W-6.5, S-7) with ACADEMICS-70% in Electrical Engineering.
I would Prefer to take VLSI (Electrical)..
