Most colleges are state-funded in Germany. Out of 16 States in Germany, only 2 states use to charge tuition earlier. Now, all of the universities from 16 states are offering tuition free degrees. Even though there are no university scholarships for MS in Germany courses, few educational institutions are offering scholarships of around 700 per month.

As of October 2014 all the universities are offering Free tuition in Germany.
There use to be two states are charging tuition/fee for MS in Germany
1) Lower Saxony(capital: Hanover) in the northwest - Now, this school joined Free tuition club.
2) Bavaria (capital:Munich) in the south. - Abolished tuition fee. It's Free now.
Rest of all states don't charge tuition, fee
