Following are the predictions from Mr. Oppenheim for the Dec 2013 Visa Bulletin. Mr. Charles Oppenheim is the Cheif of Visa Control and Reporting Division at US Dept of State. He is the person responsible for determining Visa dates for Greencards.

Visa Dates in December 2013 Visa Bulletin

EB2 India dates will retrogress to 2004 or 2005 in December 2013. There may not be any change in EB2 India Visa dates until the summer of 2014.
EB-3 India will remain unchanged. In near future it may retrogress.
EB-1 and EB-5 categories will use much of visa dates this year. So, Spillover to EB2 India will less next year.

Retrogression in EB-2 India is caused by 1) Too many new applications to add dependents for Greencard. 2) EB3 to EB2 porting.
